cmd: Add an output parameter to WCMD_parameter to point to the end of the extracted param, if requested.

This reverts commit ac0a7b64.
GetUserName is supposed to return 0 here, as size is 0.

Also add the compatibility PROPSHEET*_SIZE macros.
