os depending 32A or 32W (-winver nt351 or nt40), some new functions.
Some fixes in ole2nls.
New OLE2NLS_CheckLocale() to handle Locale_User_Default and
Locale_System_Default.
Shell32 now dynamicly links to DPA_*(), comdlg32 works again
(comctl32 heap alloc patch broke it).
