* update-labels

In accordance with https://kubernetes.io/docs/concepts/overview/working-with-objects/common-labels/\#labels, this PR uses recommended labels and creates the required helpers to keep teplates more DRY. This PR also adds a serviceaccount, a first step in allowing GCP users to use workload identity for storage access.
