Merge pull request #44980 from csbell/sync-daemonset

Automatic merge from submit-queue (batch tested with PRs 42740, 44980, 45039, 41627, 45044) [Federation] Convert Daemonset to use the generic sync controller To be rebased on master when @perotinus's configmaps PR merges. Tested integration and e2e.
