Annotate errors in test/e2e/network/service.go

Removes all occurences of the "Expect(err).NotTo(HaveOccurred())"
antipattern from the aforementioned test file.

To prevent accidental drift, use the same constant we use on startup
in the master endpoint reconciler shudown method.
