Automatic merge from submit-queue

Add OWNERS file to kubelet gpu package

GPU support is ramping up and we do not have a lot of reviewers that
are familiar with the codebase. I added myself as a reviewer and
copied a few people from the kubelet OWNERS file as approvers.
