plymouth: add kernel cmdline parameter 'loglevel=3' after 'quiet'

loglevel=3 will remove warnings about ACPI errors and processor vulnerabilities. These messages break silent boot and scare users. However, we cannot correct these errors. 'loglevel=3' must be after 'quiet'. Otherwise, errors are shown.
