MPD_TIMEOUT is in seconds

At least I believe libmpdclient is reading env. var. as second: https://github.com/MusicPlayerDaemon/libmpdclient/blob/master/src/settings.c#L142 ncmpc manual also mentions MPD_TIMEOUT being is second.
