winejoystick.drv: Initialize unhandled dwPOV to JOY_POVCENTERED.

This is a fix for broken applications that do not bother to check the flags to see if JOY_RETURNPOV is set and instead blindly read dwPOV. The previous value of 0 resulted in the POV appearing to be constantly in the UP position.
