- ConvertINetMultiByteToUnicode/ConvertINetUnicodeToMultiByte should
  return required target length if the target buffer is NULL
- add the tests for all the above
- fix IMultiLanguage2 vtable (it was missing ConvertStringFromUnicodeEx)
