wined3d: Only read "*rect_count" when "rects" is non-NULL in wined3d_device_context_get_scissor_rects() (Valgrind). When "rects" is NULL, "*rect_count" is potentially uninitialised. That's fairly benign because the resulting "count" value is inconsequential in that case, but it's also unnecessary, and easy to avoid. Signed-off-by:

We're mostly just using this to make sure the value we read back is that same as the one we set, so in that sense the actual value is inconsequential. Nevertheless, randomness is generally undesirable in the tests. Signed-off-by:

sock.c is huge. This doesn't bother some people, but I find that it can be harder to navigate and slower to compile. Splitting it is tricky, but I think there's a pretty natural divide between functions that operate on sockets (e.g. bind, listen, recv, getsockname) and functions that don't (e.g. get*info, inet_*, get*by*, WSC*).
