We can sometimes get a FALSE result from WM_QUERYENDSESSION as a side-effect of terminating a process. We should continue the shutdown process in this case.

Once a process returns from WM_ENDSESSION, we can assume it has finished doing any cleanup it needs but will most likely not shut down on its own.

Send WM_QUERYENDSESSION messages to all windows of a given process before moving on to the next. Switch option parsing to getopt. Added a bunch of options to control shutdown behavior.
