mshtml: OleDocumentView_UIActivate should call IOleInPlaceUIWindow_SetActiveObject and IOleInPlaceFrame_SetBorderSpace.

Add a test to show this behaviour.
Don't call nsIWebBrowserFocus_Activate when just activating the window. 
Instead call it when UI-activating the window.
