outer ';' - Handle '#error', '#line' and '#pragma' even when in the 'pp_strips', 'pp_stripe', 'pp_stripp' or 'pp_false' contexts (just like '#if' and co). But still don't issue an error if '#error' is found when in the 'pp_false' state.
