alt-server: Replace openntpd with chrony

openntpd behaves inferior to both ntpd and chrony regarding sync time when current time delta is large (or huge, like in 1970-01-01 case). Reported-by: Michael Shigorin <mike@altlinux.org> Suggested-by: Anton Midyukov <antohami@altlinux.org>
